Verse 28 Surah Ash Shura وهو الذي ينزل الغيث من بعد ما قنطوا وينشر He is the one who sends down rain after people have given up hope, spreading out his mercy. he is the guardian, the praiseworthy. ﴿ وَهُوَ الَّذِي يُنَزِّلُ الْغَيْثَ مِن بَعْدِ مَا قَنَطُوا وَيَنشُرُ رَحْمَتَهُ ۚ وَهُوَ الْوَلِيُّ الْحَمِيدُ﴾ [ الشورى: 28] سورة : الشورى ash shuraa الجزء : ( 25 ) الصفحة: ( 486 ) and he it is who sends down the rain after they have despaired, and spreads.
